SISPAL SP-20 PT Adaro Indonesia di Kab. Tabalong dan Kab. Balangan Kalimantan Selatan - Studi efektivitas sistem pengelolean air limbah tambang batubara terbuka: Studi kasus

Untuk memenuhi kebutuhan energi dalam negeri dan menopang pembangunan nasional, pemerintah Indonesia melakukan eksploitasi sumberdaya alam batubara yang ada di Kalimantan Selatan, bekerjasama dengan PT Adaro Indonesia (PTAI). Selain berdampak positif penambangan batubara PTAI yang dilakukan dengan sistem tambang terbuka (open pit), juga dapat menimbulkan dampak negatif - berupa pengurasan sumberdaya alam, kerusakan dan pencemaran lingkungan yang disebabkan oleh pembuangan limbah cair dengan volume 40,6 juta m3 dengan kadar suspended solid (SS) mencapai 30.000 mg/L (di outlet sump pit sebelum diolah). Pembuangan limbah cair tersebut dapat mengakibatkan pencemaran sungai dan biota akuatiknya. Jika kualitas sungai tercemar, dapat mengakibatkan terganggunya kehidupan, kesehatan dan sosial ekonomi masyarakat yang ada di sekitamya, pada akhimya dapat menimbulkan persepsi negatif terhadap PTAI. Oleh karena PTAI itu telah mempersiapkan suatu sistem pengelolaan air limbah, salah satu diantaranya adalah SISPAL SP-20. Temyata, operasional SISPAL tidak efektif untuk mencegah degradasi kualitas lingkungan. Untuk itu perlu dilakukan penelitian yang komprehensif. Penelitian ini bertujuan untuk: (1) menemukan sistem pengelolaan air limbah tambang batubara terbuka yang efektif untuk mencegah penurunan kualitas lingkungan, (2) mengetahui efektivitas SISPAL SP-20, (3) meningkatkan efektivitas SISPAL SP-20, (4) menemukan jenis dan dosis koagulan-flokulan yang tepat untuk meningkatkan efektivitas SISPAL SP-20, (5) mengetahui upaya minimisasi limbah cair dan menemukan peluang peningkatannya, (6) mengetahui pengaruh operasional PTAI terhadap kualitas sungai dan biota akuatiknya, (7) mengetahui persepsi masyarakat di sekitar tambang terhadap PTAI. Metode penelitian yang digunakan adalah metode eksperimen. Pengumpulan data primer dilakukan dengan survei, pengujian sampel air limbah di laboratorium dengan melakukan serangkaian eksperimen terhadap 5 pasang koagulan dan flokulan dan uji lapangan. Pengumpulan data sekunder didapatkan dari literatur, laporan internal PTAI, buku-buku, brosur, bahan kursus, dan intemet. Studi efektivitas SISPAL SP-20 dilakukan dengan pendekatan teknik, sosio-ekonomi, sumberdaya manusia dan Iingkungan. Penentukan jenis dan dosis koagulan-flokulan yang sesuai dengan karakteristik air limbah tambang PTAI adalah faktor yang besar pengaruhnya untuk meningkatkan efektivitas SISPAL SP-20. Oleh karena itu penentuan jenis dan dosis koagulan-flokulan menjadi prioritas dalam penelitian ini. Dengan penelitian yang komprehensif diharapkan dapat ditemukan suatu sistem pengelolaan air limbah tambang batubara terbuka yang efektif mencegah terjadinya degradasi kualitas Iingkungan. Hasil penelitian yang didapat adalah sebagai berikut: 1. Sistem pengelolaan air limbah tambang batubara terbuka PTAI (SISPAL SP-20) tidak efektif mencegah degradasi kualitas Iingkungan. Pada penelitian ini telah ditemukan sistem pengelolaan air limbah tambang batubara terbuka yang efektif dengan menemukan jenis dan dosis koagulan-flokulan, mempersiapkan SOP dan strategi operasi yang tepat dan SDM yang kompeten. 2. Pasangan Koagulan Praestol 187-K dan flokulan Praestol 2640 adalah yang terbaik dari 5 (lima) pasang koagulan-flokulan yang diuji. 3. Penggunaan koagulan Praestol 187-K dan flokulan Praestol 2640 dengan dosis yang tepat dapat meningkatkan efektivitasnya untuk rnenurunkan kadar SS, Kekeruhan, Fe, Mn sampai 99 %, Sulfat, COD sampai 80%. 3.1. Dosis efektif koagulan Praestol 187-K adalah 10 ppm dan flokulan Praestol 2640 adalah 1 ppm dengan kadar S5 air limbah 7.550 mg/I. Biaya penggunaannya sebesar Rp 64 per m3, jika kadar SS air limbah 1.500 mg/l. 3.2. Biaya penggunaannya sebesar Rp 64 per m3, jika kadar SS air limbah 1.500 mg/l. Efisiensi yang dapat diperoleh pada SISPAL SP-20 adalah Rp 1,106 milyar per tahun dengan volume air limbah 3,293 juts m3 sedangkan untuk seluruh Tambang Tutupan dapat mencapai Rp 13, 653 milyar per tahun dengan volume air limbah 40, 664 juta m3. 4. PTAI telah melakukan berbagai upaya minimisasi limbah cair, tetapi hasilnya belum optimal. Minimisasi limbah cair didapatkan dengan memisahkan air yang keluar dari seepage dan drainhole dengan air limbah di Sump pit yang mengandung S5 tinggi dan memanfaatkan air tersebut untuk kebutuhan rumah tangga. Volume air yang dapat dimanfaatkan adalah 7, 776 juta liter per hari. 5. Operasional tambang PTAI mengakibatkan pencemaran sungai di sekitar tambang yang ditunjukkan dengan indeks Shannon-Wiener biota akuatik. 6. Operasional PTAI menimbulkan persepsi positif sebesar 64% dan persepsi negatif sebesar 36% oleh masyarakat di sekitar tambang. --- To cope with the domestic energy demand to support our national development, the government of Indonesia continues to exploit its coal resources in South Kalimantan, under the cooperation between the Government of Republic Indonesia and PT Adaro Indonesia (PTAI). The Coal Exploitation by PTAI with open pit methods does not only have positive impact but can also cause negative impact in the forms of depletion of natural resources, environmental damages and water pollution caused by wastewater which discharges 40,6 million m3 and 30.000 mg/I of SS (at the outlet sump pit before treatment). The discharge of wastewater consequently will pollute the rivers around the mining and endanger the aquatic life. If the water quality of these rivers decreases or is polluted, this will endanger the life of many people, their social and economic as well as their health life and in the end they will forward negative perception to the mining operations. Therefore, this wastewater should be managed by operating of the Open Pit Coal Mining Wastewater Management Systems (SISPAL). One of them is SISPAL SP-20. Unfortunately, the operation of this SISPAL is not effective to protect the degradation of environmental quality. Therefore, it should be improved by comprehensive research. The objectives of the research are; (1) To formulate an effective open pit coal mining wastewater management systems to protect the degradation of environmental quality, (2) To identify the effectiveness of SISPAL-SP-20, (3) To increase the effectiveness of SISPAL-SP-20 (4) To find the appropriate type and dosage of coagulant-flocculant components to increase the effectiveness of SISPAL¬SP-20, (5) To identify the efforts done by PTAI in minimizing the liquid waste and identify improvement opportunity, (6) To identify the impacts of PTAI operations to the quality of the rivers and their aquatic life, (7) To identify the community perception to PTAI mining operations. The method being used is experiment. Primary data collection is done through survey, sample testing of waste water conducted in laboratory by executing a number of experimentation of five pairs of coagulant-flocculant and field trial on the SISPAL SP-20. Secondary data collection is done through literature study of PTAI internal reports, books, brochures, magazines, course material and material found in the internet. This research is conducted by technical, socio-economical, human resources and environmental approaches. The important factors to improve the effectiveness of the SISPAL SP-20 is finding the appropriate types and dosages of the coagulant¬ flocculant components. Therefore, this is the focus of the research. The open pit coal mining wastewater management systems will be found by this comprehensive research. The research results are; 1. The open pit coal mining wastewater management systems of PTAI (SISPAL SP-20) is not effective to prevent the environment quality degradation. The effective SISPAL can be developed by effective dosage and correct types of coagulant-flocculant, improved SOP and operational strategy, and improved manpower competency. 2. The use of combination of Praestol P-187 coagulant and of Praestol P-2640 flocculant is the best of all 5 (five) combinations of coagulant and flocculant used in this research. 3. The use of combination of Praestol P-187 coagulant and of Praestol P-2640 flocculant with appropriate dosage can increase the effectiveness of the SISPAL SP-20 to decrease the concentration of suspended solid (SS), Turbidity, Iron, Manganese up to 99%, Sulphate and COD up to 80%. 3.1. The effective dosage of coagulant Praestol P-187 is 10 ppm and flocculant Praestol P-2640 is 1 ppm to wastewater which contains 7.550 mg/L of SS. The cost of chemical consumption is about Rp 64 per m3 of wastewater containing of 1.500 mg/L of SS. 3.2. The cost of chemical consumption is about Rp 64 per m3 of wastewater containing of 1.500 mg/L of S5. Total efficiency of SISPAL SP-20 is Rp 1,106 billions per year from 3,293 millions m3 volume of wastewater being processed per year, and the whole efficiency of overall Tutupan mining area with the 40,664 m3 volume of wastewater being processed per year, could reach Rp 13,663 billions. 4. PTAI carries out some efforts to minimize liquid waste, but the result is not optimal yet. There are some opportunities to improve the efforts of liquid waste minimization by segregation of the liquid wastes from drain hole and seepage with wastewater in the Sump pit which contains higher suspended solid. Total volume of water can be conserve and or use for community consumption is 7,776 millions liter/day. 5. The operation of PTAI is pollute the river quality around the mining area shown by Shannon-Wiener index of biota aquatic. 6. The operational of PTAI creates 64% positive perception and 36% negative perception of the community surrounding the mining area.
